The purpose of this chapter is to facilitate compliance with the State compulsory attendance law, and to comply with section 302A-406, Hawaii Revised Statutes, and Federal law relating to the provision for a free appropriate public education specifically the provision of transportation services to students with disabilities and to provide access to equal educational opportunity without undue transportation hardships.
