No person shall place or cause to be placed any vehicle in a manner so as to interfere with the removing or plowing of snow, or the removing of ice, in any public way, street or way or driveway of Devens. The Agency staff member in charge of the ways for the time being for the purpose of plowing or removing snow, or removing ice from any way, or the Police, may remove, or cause to be removed, to a convenient place, including a public garage, any vehicle interfering with such work, and the owner of such vehicle shall be liable for the cost of such removal, and the storage, if any, resulting therefrom.
