    In Illinois Nurses Ass'n v. Illinois State Labor Relations Board, 196 Ill. App.3d 576, 554 N.E.2d 404 (1990), the Department of Corrections (DOC) contracted with a private corporation, described in the contract as an independent contractor, to provide health-care services to DOC facilities.
