Tex. Loc. Gov't Code § 307.001

Section 307.001 - Eligible Municipalities

A municipality that borders on the Gulf of Mexico and has a population of 50,000 or more may use and occupy for park purposes gulf tidelands and adjacent water as provided by this chapter.
