Tex. Educ. Code § 21.001

Section 21.001 - Definitions

In this chapter:

(1) "Commissioner" includes a person designated by the commissioner.
(2) "Digital learning" means any type of learning that is facilitated by technology or instructional practice that makes effective use of technology.
(3) "Digital literacy" means having the knowledge and ability to use a range of technology tools for varied purposes. The term includes the capacity to use, understand, and evaluate technology for use in education settings.
(3-a) "Student with a disability" means a student who is:
(A) eligible to participate in a school district's special education program under Section 29.003;
(B) covered by Section 504, Rehabilitation Act of 1973 (29 U.S.C. Section 794) ; or
(C) covered by the Individuals with Disabilities Education Act (20 U.S.C. Section 1400 et seq.).
(4) "Virtual instruction" means instructional activities delivered to students primarily over the Internet.
(5) "Virtual learning" means digital learning facilitated by virtual instruction.
