Section 9503 - Authority of Department of Community Affairs

The Department of Community Affairs, hereinafter referred to as the department is hereby authorized to:

(1) Organize, initiate, develop, and carry out, programs to provide special training in skills needed for economic and efficient community development to those technical and professional people who are, or are training to be, employed by the Commonwealth or by a governmental or public body which has responsibilities for community development;
(2) Undertake and carry out, and assist local governmental or public bodies in undertaking and carrying out, research in community development, including but not restricted to, research in connection with housing programs and needs, public improvement programming, code problems, efficient land use, urban transportation, and similar community development problems, and studies of the utilization of science and technology in the solution of community development problems;
(3) Collect, collate, and publish statistics and information relating to community development research; and
(4) Prepare and maintain a community development research and training plan for the State.
