Except as set forth in the Schedules of Controlled Substances of section 4 of this act or otherwise provided herein, the secretary, after consultation with and upon the recommendation of the board, may, by regulation, exempt from the provisions of this act relating to controlled substances, other drugs, devices and cosmetics to such extent as he determines to be consistent with the public health.
