The Natural Resources Rangers Corps is hereby created in the Department of Natural and Environmental Resources, as well as [are] the Rangers Youth Corps and the Civilian Volunteers Environmental Rangers Corps. The Secretary of Natural and Environmental Resources shall establish, by regulations, the functions, duties and responsibilities of the Rangers Youth Corps and the [Civilian] Volunteer Environmental Rangers.
