§ 1453j. Complaints of employees directly to the agency

Any employee may file a complaint against his/her agency directly to it when the exclusive representative has clearly or implicitly refused to do so, but the exclusive representative shall have the right to be notified and to be present and intervene in the discussion of the complaint. However, no adjustment or remedy granted by the agency shall be in conflict with the terms of a collective bargaining agreement in effect.
