Section 20 ILCS 3960/17 - [Section scheduled to be repealed effective 12/31/2029] Powers and functions exercised-exclusive to the State

It is hereby specifically declared that the powers and functions exercised and performed by the State pursuant to this Act are exclusive to the State of Illinois and that these powers and functions shall not be exercised, either independently or concurrently, by any home rule unit.
