Section 20.7 - Issuance of title and registration; issuance of title only
(a) When a proper application for title and registration is submitted to an issuing office of the Department of Motor Vehicles, the issuing office will immediately issue a nontransferable registration certificate. The application will then be forwarded to the title bureau which will examine all pertinent documents, and if the documents are proper and sufficient, the title bureau shall issue a certificate of title (Form MV-999) to the owner of the vehicle. If the vehicle was last titled in another state, a certificate of title (Form MV-999) will be issued only when the original out-of-state title document is surrendered.
(b) If the application is one for a title only, the application which is to be submitted to the title bureau directly will be examined, and if the documents are proper and sufficient, the title bureau shall issue a certificate of title (Form MV-999) to the owner of the vehicle.
