N.J. Admin. Code § 13:20-29.1

There is hereby created in the Motor Vehicle Commission a Mobile Inspection Unit that is authorized to conduct on-road inspections of motor vehicles registered in New Jersey in accordance with the procedures set forth at 13:20-43.14 for the purpose of fostering highway safety.
