Section 3-160-6 - "Expressly advocating", defined"Expressly advocating" means a communication when taken as a whole and with limited reference to external events, could be susceptible to no other reasonable interpretation but as an exhortation to vote for or against a candidate because:
(1) The communication is unmistakable, unambiguous, and suggestive of only one meaning;(2) The communication presents a clear plea for action and is not merely informative; and(3) Reasonable minds could not differ as to whether the communication encourages actions to elect or defeat a clearly identified candidate or encourages some other kind of action.
