Failure by any participant in Commission investigations and proceedings to comply with Commission orders, requirements or procedures may result in the imposition of sanctions against a participant or counsel, which may include without limitation the award of attorneys' fees and costs to other parties or the Commission, as well as investigative default against a respondent pursuant to 804 CMR 1.07.
