In Burnette, we summarily affirmed a three-judge District Court ruling, Mann v. Davis, 245 F. Supp. 241 (ED Va. 1965), which upheld a multi-member district consisting of the city of Richmond, Va., and suburban Henrico County over the objections of both urban Negroes and suburban whites.
