DECISION PURSUANT TO RULE 1:28

That portion of each judgment in favor of the plaintiff tenants that awards damages for water costs is reversed; the balance of each of those judgments is affirmed. The judgment for attorney's fees and costs is vacated. A new judgment shall enter that does not include attorney's fees or costs associated with the plaintiffs' water charges in accordance with such additional documentation and hearings as are necessary or convenient.
