    [1] At the first level, BLM develops a “land use plan”—usually called a Resource Management Plan or RMP—for a geographic region, which establishes broad planning goals. 43 U.S.C. §1712(a); see generally Norton v. S. Utah Wilderness Alliance, 542 U.S. 55, 59, 69–70 (2004) (addressing BLM’s land-use planning process). Among other things, the RMP typically determines what parts of the planning area will be open to oil and gas leasing, and establishes conditions that apply to drilling within those areas.
