    A new plan has caused retrogression if it presents a diminished opportunity for minorities to elect their candidates of choice, as compared to the former redistricting map. See 42 U.S.C. § 1973c. In order to assess retrogression, it is necessary to assess minority political opportunity given the most recent demographic information available, under both the existing redistricting map (the “baseline”) and the proposed revision.
