Section 813-207-0070 - Eligible Energy Conservation Items and Measures(1) Energy conservation items and measures listed below are eligible for SHOW Program cash payments and are subject to eligibility requirements in the Manual: (a) Heating equipment measures: (A) Installation of new heating equipment that replaces existing units and complies with current USDOE Annual Fuel Utilization Efficiency (AFUE) standards for Oregon. Equipment may include, but is not limited to, furnaces, stoves, and boilers.(B) Replacement of heating equipment components, including but not limited to, burners, electrical controls, and combustion chambers.(C) Installation, replacement, or repair of heating equipment or its components-attached or otherwise-that enables its safe and efficient operation. Eligible measures may include, but are not limited to, repair of fuel lines, tanks, and ductwork. Ineligible measures include annual maintenance and servicing.(D) Installation of programmable thermostats.(b) Duct measures: (A) Insulation of ducts and plenums in unheated spaces to a minimum of R-8 or to the greatest extent possible.(B) Sealing of ducts and plenums.(c) Insulation measures:(A) Insulation of ceiling and attic regions to a minimum of R-38 or that fills the cavity.(B) Insulation of subfloor regions to a minimum of R-25 or that fills the cavity.(C) Insulation of exterior wall regions to a minimum of R-13 or that fills the cavity and knee wall regions to a minimum of R-21 or that fills the cavity.(d) Window and door measures: (A) Replacement of exterior windows that meet Energy Star certification for Oregon. Pre-assembled glass or solid acrylic storm windows may serve as a substitute in the case where window replacement is not possible.(B) Replacement of exterior doors with insulation value to a minimum of R-7 or have a solid core. Exterior sliding glass doors or those with glass panels must meet Energy Star certification for Oregon. Exterior doors are those in which separate unheated spaces (including areas such as garages and basements) from heated, living spaces.(e) Whole dwelling measures:(A) Installation, replacement, or repair of dwelling construction elements necessary to meet local building code requirements or specifications of the National Renewable Energy Laboratory (NREL). Measures include, but are not limited to, those that serve the purpose of:(i) Preventing dwelling heat loss;(ii) Promoting air exchange to reduce moisture; or(iii) Promoting the health and safety of the occupying household members.(B) Eligible costs in this measure category are to be distributed throughout and apply towards the maximum cash payments of the other categories listed in paragraphs (a)-(d).(2) Applicants must submit SHOW Program Cash Payment Applications no more than one year from the date of installation of eligible measures. OHCS may provide exceptions on a case-by-case basis.(3) For dwellings in multi-unit residential housing or commercial buildings: (a) Applicants are not required to complete uniform measures across all dwellings. Applicants must apply for only those dwellings in which they completed eligible measures.(b) Common or shared measure costs, such as those incurred when replacing a shared heating system or insulating a common subfloor in a duplex, must be prorated by the square footage of each dwelling unit affected to the total dwelling square footage served by the measures.(4) Fuel-switching measures that eliminate the use of primary heating fuel obtained from a fuel oil dealer are not eligible for SHOW Program cash payments.Or.
