Section 13:46-4.14 - Procedures for licensure(a) The Commissioner shall review each applicant's qualifications for licensure. If the Commissioner determines that an applicant is qualified pursuant to this chapter, he or she shall issue the appropriate license.(b) The Commissioner shall deny the application of any person he or she finds to be unqualified. The Commissioner shall notify the applicant and the Board of the reasons for his or her denial of the application.(c) Any person whose application has been denied or whose license has been revoked by the Commissioner may, within 15 days of notification of the Commissioner's action, request that the Board review the application. If a person whose application has been denied does not request a review by the Board, the Commissioner's denial shall be final.(d) If review by the Board is requested, the Board may: 1. Hear the matter directly; or2. Transmit the matter as a contested case to the Office of Administrative Law pursuant to the provisions of the Administrative Procedure Act, 52:14B-16 et seq., and the regulations promulgated thereunder.N.J.
