It shall be unlawful for any person, firm, or corporation to engage in commercial eel fishing activities by trap or pot in all areas defined as salt waters under the jurisdiction of the MCMR by Public Notice No. 2276 in accordance with Miss. Code Ann. § 49-15-23, as amended, without first obtaining a commercial eel permit from the MDMR.
