Section 5511 - Online Reporting with Cfars
(a) The application to request a unique serial number shall be filed electronically using the Department's California Firearms Application Reporting System (CFARS), at the following website: https://cfars.doj.ca.gov/login.
(b) Applications shall be submitted before manufacturing or assembling the firearm, including a completed frame or receiver. Any person who owns a firearm or firearm precursor part shall apply no later than January 1, 2024, or if a new resident of the state, within 60 days after arriving in the state with a firearm or firearm precursor part that does not have a valid state or federal serial number or mark of identification.
(c) Notwithstanding subdivision (b), instead of applying for a unique serial number persons subject to these regulations may transfer, surrender, or sell their unserialized firearm or firearm precursor part to a law enforcement agency, or transfer or sell their unserialized firearm or firearm precursor part to a federally licensed firearms manufacturer, importer, or any other federal licensee authorized to serialize firearms.

7. Renumbering and amendment of former article 5 to article 2 and amendment of section and NOTE filed 5-31-2023; operative 5-31-2023. Exempt from APA pursuant to Statutes 2022, chapter 76 (AB 1621), section 39, and submitted to OAL for filing and printing only pursuant to Government Code section 11343.8 (Register 2023, No. 22).
