    As the Fourth Circuit has recognized, procedural due process in the context of the suspension of a driver’s license requires “notice and an opportunity to be heard.” Plumer, 915 F.2d at 931. Here, Plaintiffs have adequately alleged that their protected property interests—their driver’s licenses—were taken away without any notice or hearing regarding their ability to pay the court costs and fees.
