Exton, 298 Ill. 119, where it was argued that certain provisions of the act in relation to the community consolidated school districts violated section 13 of article 4 in that they amended certain sections of the general School law without incorporating those sections in the new act, this court said of the act: "It simply added to the School law the sections and specifically gave to the district organized under it the rights and powers of the whole act, and section 13 of article 4 of the constitution was not violated."Summary of this case from The People v.
