Reform of Seniority - Based Layoff Rules for Teachers: A Legal Analysis

LCW attorney, Mary L. Dowell, has co-authored a white paper entitled, "Reform of Seniority - Based Layoff Rules for Teachers: A Legal Analysis" with Jill Cutler Hodgman of Hartford Public Schools, Anne Littlefield and Christopher Tracey of Shipman Goodwin, LLP. The paper first appeared in NSBA Council of School Attorneys 2011 School Law in Review.

Abstract:
"Reduction-in-force" provisions in most educator contracts mandate seniority based layoffs. Political and legal reform efforts are discussed at the federal, state, and local level including the experience of one Connecticut school district and the Los Angeles Unified School District.
