The Federal Energy Regulatory Commission (“FERC”) conditionally accepted the Midwest Independent Transmission System Operator, Inc.’s (“MISO”) proposal to establish a five-year transition plan for the integration of Entergy and its operating companies into MISO’s transmission planning and cost allocation process. During the transition, MISO will apply its existing transmission planning process to the Entergy region to identify necessary network upgrades, and the cost of network upgrades approved before or during the transition period would be separated between the existing MISO footprint and the Entergy region, unless the upgrades terminate in both regions. Following the transition period, customer in both regions will share the cost of network upgrades approved after the transition period, if such sharing is required by the MISO tariff. If MISO develops Multi-Value Projects approved before or during the transition that satisfy a cost-benefit test, then regional sharing of the costs of such projects will be phased-in over eight years.
