Labor Relations Act, a hearing was held before Ben Grodsky, hearing officer. The hearing officer's rulings made at the hearing are free from prej- udicial error and are hereby affirmed. Pursuant to the provisions of Section 3 (b) of the Act, the Board has delegated its powers in connection with this case to a three-member panel [Chairman Herzog and Members Houston and Styles]. Upon the entire record in this case; the Board finds : 1. The Employer, with two retail. stores at Pasadena and Long Beach, California; is engaged in the manufacture, repair, and whole- sale and retail sales of furniture, draperies, shades, awnings, and floor coverings. Its employees principally make, fit, repair, and install items to the orders of local customers. The Employer's purchases include both raw materials for processing and sale and finished goods for resale. The Employer annually purchases materials having a value of $250,000, of which amount $47,000 represents materials shipped to it directly from without the State; and it sells products valued at $550,000, of which amount $550 represents products shipped directly' outside the State. The Employer contends that it is not engaged in commerce within the meaning of the Act. We find, that, although the Employer's operations affect commerce within the meaning of the Act, they are essentially local in character and, consequently, it would not effectuate the policies of the Act to assert jurisdiction in this case.'
