The request for special permission to appeal is granted, and the appeal is granted on the merits.1 The post-hearing briefs to the Regional Director will be due two weeks from the close of the record in this case. Accordingly, the due date for receipt of post-hearing briefs to the Regional Director is extended to December 21, 2016. This extension of time applies to all parties.
