R-477, 8-501, R-510, and R 515, respectively SUPPLEMENTAL DECISION CERTIFICATION OF REPRESENTATIVES AND ORDER August 1, 1938 On March 9, 1938, March 14, 1938, and March 15, 1938, the Na- tional Labor Relations Board, herein called the Board, issued Deci- sions and Directions of Elections 1 in the above-entitled cases and 20 related cases. In so far as they applied to the above-entitled cases, the Directions of 'Elections provided that separate elections by secret ballot be held as soon as convenient, and beginning as promptly as practicable after the dates of the Directions, among the unlicensed deck personnel and the unlicensed personnel of the engine depart- ments on tankers operated out of Pacific Coast ports by Tidewater Associated Oil Company,2 herein called the Company, to determine whether they desire to be represented by the Sailors Union of the Pacific and the Pacific Coast Marine Firemen, Oilers, Watertenders, and Wipers Association, respectively, or by the Associated Seamen's Association, for the purposes of collective bargaining, or by neither; and among the radio operators on such tankers to determine whether 15 N L R B 982 includes R-477 5 N L R B 954 includes R-515 5 N L R B 982 includes R-501 and R-510 2 Designated in the titles of R-477 and R-501 as Associated Oil Company and in the title of R-510 as Tidewater Associated Oil. 8 N. Pursuant to the Directions, three separate elections by secret ballot were conducted upon each of the Company's Pacific Coast tankers. On June 13, 1938, Alice M. Rosseter, Regional Director of the Twentieth Region (San Francisco, California), acting pursuant to Article III, Section 9, of National Labor Relations Board Rules and Regulations-Series 1, as amended, issued three Intermediate Re- ports Upon Secret Ballot, copies of which were duly served upon all parties to the proceedings. No exceptions to the Intermediate Reports have been filed by any of the parties. The results of the elections show that a majority of the unlicensed deck personnel have chosen the Sailors Union of the Pacific and that a majority of the unlicensed personnel of the engine departments have chosen the Associated Seamen's Association but that no collec- 752 NATIONAL LABOR RELATIONS BOARD tive bargaining representatives have been selected by a majority of the radio operators. The Sailors Union of the Pacific and the Asso- ciated Seamen 's Association will therefore be certified as the exclusive representative of the unlicensed deck personnel and the unlicensed personnel of the engine departments , respectively , for the purposes of collective bargaining, but the petition for investigation and certi- fication of representatives filed by the American Radio Telegraphists," Association , Marine Division , will be dismissed. CERTIFICATION OF REPRESENTATIVES AND ORDER By virtue of and pursuant to the power vested in the National Labor Relations Board by Section 9 (c) of the National Labor Rela- tions Act and pursuant to Article III, Sections 8 and 9, of National Labor Relations Board Rules and Regulations-Series 1, as amended, IT IS I-IrREBY CERTIFIED that the Sailors Union of the Pacific and the Associated Seamen's Association have been designated and se- lected, respectively , by the majority of the unlicensed deck personnel and the unlicensed personnel of the engine departments on tankers operated out of Pacific Coast ports by Tidewater Associated Oil Company as their representatives for the purposes of collective bar- gaining, and that, pursuant to Section 9 (a) of the National Labor Relations Act, Sailors Union of the Pacific is the exclusive repre- sentative of such unlicensed deck personnel and Associated Sea- men's Association is the exclusive representative of such unlicensed personnel of the engine departments for the purposes of collective bargaining in respect to rates of pay, wages , hours of employment, and other conditions of employment; and IT IS HEREBY ORDERED that the petition for investigation and certi- fication of representatives of the radio operators on tankers operated out of Pacific Coast ports by Tidewater Associated Oil Company, filed by American Radio Telegraphists ' Association , Marine Divi- sion, be, and it hereby is, dismissed.
