Section 20.5 - Public employment relations board1. There is established a board to be known as the "Public Employment Relations Board". a. The board shall consist of three members appointed by the governor, subject to confirmation by the senate. No more than two members shall be of the same political affiliation and no member shall engage in any political activity while holding office.b. The members shall be appointed for staggered terms of four years beginning and ending as provided in section 69.19.c. The member first appointed for a term of four years shall serve as chairperson and each of the member's successors shall also serve as chairperson.d. Any vacancy occurring shall be filled in the same manner as regular appointments are made.2. The governor shall appoint an executive director of the board, subject to confirmation by the senate, who shall serve at the pleasure of the governor. The executive director shall serve as the executive officer of the board. In selecting the executive director, consideration shall be given to the person's knowledge, ability, and experience in the field of labor-management relations. The governor shall set the salary of the executive director within the applicable salary range established by the general assembly.3. The board may employ such persons as are necessary for the performance of its functions. Personnel of the board shall be employed pursuant to the provisions of chapter 8A, subchapter IV.4. Members of the board shall be allowed their actual and necessary expenses incurred in the performance of their duties and may be entitled to per diem compensation as authorized under section 7E.6. All expenses and salaries shall be paid from appropriations for such purposes and the board shall be subject to the budget requirements of chapter 8.5.
