ON PETITION FOR WRIT OF CERTIORARI TO THE UNITED STATES COURT OF APPEALS FOR THE TENTH CIRCUIT.

No. 1116.

Decided May 15, 1967.

Certiorari granted; 254 F. Supp. 980 and 366 F.2d 911, vacated and remanded with directions to dismiss the complaint as moot.
