Opinion

The petition by the state of Connecticut for certification for appeal from the Appellate Court, 153 Conn.App. 358, 101 A.3d 337, is granted, limited to the following issue:

“Did the Appellate Court properly determine that the totality of the circumstances did not provide sufficient reasonable and articulable suspicion for police to detain the defendant?”

EVELEIGH, J., did not participate in the consideration of or decision on this petition.
