Original application for writ of certiorari by the state on the relation of James Pepper against J.E. Warren and others as the Board of County Commissioners of Fallon County, and Walter F. Wilson as the county clerk of said county, to review the actions of respondents with relation to an additional tax levy upon property in School District No. 12 in said county pursuant to a special election held therein.
