Appeal, No. 339, Jan. T., 1973, from decree of Court of Common Pleas, Trial Division, of Philadelphia, dismissing complaint in equity as of March T., 1973, No. 3908, in case of Bernard Snyder v. Martin Weinberg, City Solicitor of the City of Philadelphia. Decree affirmed.

Equity. Before MONTEMURO, JR., J.

Order entered dismissing complaint. Plaintiff appealed.
