ORDER

This 21st day of March 2003, upon consideration of the briefs of the parties, it appears to the Court that the judgment of the Family Court should be affirmed on the basis of and for the reasons set forth in its decision dated September 6, 2002. We find no error or abuse of discretion in the ruling of the Family Court.

NOW, THEREFORE, IT IS ORDERED that the judgment of the Family Court is AFFIRMED.
