Petition for writ of certiorari granted without prejudice to right of respondent to raise objection thereto at hearing on merits. The prayer for a stay of all orders of respondent Board of Regents in the interim is denied.

The instant petition for certiorari is consolidated for hearing with the appeal in Slattery v. School Committee of the City of Cranston, 113 R.I. 904, 317 A.2d 137 (1974).
