In Rubel Corp. v. City of New York (73 N.Y.S.2d 813, 819, affd. without opn. 274 App. Div. 925) it was even said, in regard to powers of a municipality (although quite obviously not "sovereign") that the "failure of City officials to enforce possible rights * * * whether for a long period or a short one, may not be made the basis of an admission or estoppel resulting in possible loss to the public of the municipality's rights."
