In Page v. Pierce County, 25 Wash. 6, 64 P. 801, the state Supreme Court held that the state may not tax land in which the United States retains the right of control, and this was not changed in State v. Wiles, 116 Wash. 387, 199 P. 749, 18 A.L.R. 1163, where the defendant was rendering a service to the United States by carrying mail, for which service he used a truck, of which he was owner.

Plaintiff's declaration indicates he is unable to afford the court's $350.00 filing fee. Accordingly, Plaintiff's application to proceed as a pauper is GRANTED.
