The order of the Appellate Division should be affirmed, with costs, for the reasons stated in its memorandum decision ( see, 101 A.D.2d 1013) and in the decision of Justice John W. Grow at Special Term ( 119 Misc.2d 907; see also, Cleveland Bd. of Educ. v Loudermill, 470 US ___, 105 S Ct 1487).
