Appeal dismissed, without costs and without disbursements (see Matter of Ryan [ Hogan], 306 N.Y. 11, 16). Notwithstanding the nonappealability of the order, we have reviewed on the merits the contention of the petitioners-appellants and, if we were not dismissing the appeal, we would affirm.
