Appeals from an order of the defendant commission, brought to the Court of Common Pleas in Hartford County and tried to the court, Bieluch, J.; judgments sustaining the appeals, from which the defendant Connecticut Light and Power Company and the defendant Hartford Electric Light Company appealed to this court. Judgments modified.
