The use of the word “may” in § Ins 5.39(8) signals that whether to reopen the record is within the ALJ's discretion. See Pries v. McMillon, 2010 WI 63, ¶ 34, 326 Wis.2d 37, 784 N.W.2d 648 (explaining that “may” is ordinarily viewed as a “discretionary word[ ]”).
