The plaintiff's petition for certification for appeal from the Appellate Court, 142 Conn.App. 198, 69 A.3d 310, 2013 WL 1729832, is granted, limited to the following issue:

“Did the Appellate Court properly determine that the plaintiff's failure to exhaust administrative remedies was not excused by the ‘futility doctrine?’ ”

EVELEIGH, McDONALD and ESPINOSA, Js., did not participate in the consideration of or decision on this petition.
