The Report and Recommendation of United States Magistrate Judge Patricia A. No objection having been filed, Plaintiff's Motion to Reverse or Remand Commissioner's Decision is GRANTED and Defendants' Motion for an Order Affirming the Decision of the Commissioner is DENIED.
