ORDER


On July 18, 2006, the United States Magistrate Judge's Recommendation was filed and notice was served on the parties pursuant to 28 U.S.C. § 636. Plaintiff filed objections to the Recommendation within the time limit prescribed by Section 636. He has also filed a motion for reconsideration allegedly pursuant to Fed.R.Civ.P. 60 which, in reality, appears to be a supplement to his objections. Plaintiff was not given permission to file such a supplement.

The Court has reviewed plaintiff's objections de novo and finds they do not change the substance of the United States Magistrate Judge's rulings which are affirmed and adopted.

IT IS THEREFORE ORDERED that defendants' Motion for Judgment on the Pleadings (docket no. 17) is granted and this action is dismissed, except that the claims that defendants took or converted plaintiff's property is dismissed on the merits without prejudice to plaintiff filing state proceedings. IT IS FURTHER ORDERED that plaintiff's motion for reconsideration (docket no. 34) is denied.
