ON PETITION FOR WRIT OF CERTIORARI TO THE UNITED STATES COURT OF APPEALS FOR THE DISTRICT OF COLUMBIA CIRCUIT.

Certiorari granted, judgment vacated and case remanded with directions to dismiss the petition on the ground that the cause is moot.
